STUDENT RIGHTS AND RESPONSIBILITIES
The Juilliard School strives to create a safe, comfortable, and professional environment that is conducive to the educational and personal well-being of the students. It is expected that all members of the Juilliard community (students, faculty, and staff) contribute in the maintenance of such an environment. It is important to always be aware of the rights and responsibilities held by each student.
STUDENT CODE OF CONDUCT
Institutions of higher learning exist for the transmission of knowledge, the pursuit of truth, the development of students, and the general well-being of society. Free inquiry and free expression are indispensable to the attainment of these goals. As members of the Juilliard community, students are encouraged to develop the capacity for critical judgment and to engage in a sustained and independent search for truth.
The responsibility to secure and to respect general conditions conducive to the freedom to learn is shared by all members of the Juilliard community. Juilliard has a responsibility to develop policies and procedures that provide and safeguard this freedom.
The Juilliard School believes that the procedures, rights, and safeguards outlined below are indispensable to achieving the goals desired—freedom to teach, to learn, and to search for truth.
Basic Assumptions
A. Freedom of Expression
Individual students and student organizations shall be free to examine and to discuss all questions of interest to them and to express opinions publicly and privately. They shall be free to support causes by orderly means that do not disrupt the regular and essential operation of the School. At the same time, it shall be made clear to the Juilliard and larger communities that, in their public expressions or demonstrations, the students or student organizations speak only for themselves.
B. Freedom from Discrimination
In a community as diverse as Juilliard, all students have the right to be free from infringements of discriminatory behavior based on race, gender, belief, religion, sexual orientation, age, physical characteristics, or national origin.
Regulations Concerning Student Life at Juilliard
The Enactment of Regulations
At The Juilliard School there are certain rules of conduct that all faculty, students, and staff are expected to observe. These rules are intended to remind people of the standards of civilized behavior that should hold in society at large and that hold specifically at Juilliard. Most broadly, these standards demand that each individual respect the dignity of others and support the welfare of the community as a whole. Here are the principal rules in the Juilliard Code of Conduct:
- Avoid unauthorized entry into, use, removal or misuse of school or an individual's property, including but not limited to computers, keys, personal accounts/services and identification.
- Avoid any form of verbal or physical behavior designed to intimidate or otherwise harass another for sexual or other purposes, including, but not limited to, sexual assault and non-consensual contact (see also Sexual Harassment Policy in this chapter).
- Avoid the threat or use of physical violence.
- Behave honestly in dealings with school officials and members of the faculty.
- Avoid actions that might cause injury to persons, damage to property or self.
- Respect Juilliard property and that of all members of the community and of campus visitors.
- Avoid conduct that interferes with the rights of others and/or demonstrates disregard for the community and its members.
- Avoid any form of harassment or abuse that interferes with a person’s usual affairs or causes physical or mental distress. This includes but is not limited to harassment in the forms of written materials, telephone or electronic communication or verbal statements.
- Present proper identification of yourself and your guests upon entering the School and comply with the directives of Juilliard personnel. All Juilliard students must have a valid Juilliard ID by October 15.
- Avoid behavior that may be construed as plagiarism or academic dishonesty.
- Do not engage in the sale, distribution, use, or possession of illegal drugs or drug paraphernalia.
- Avoid the illegal use or possession of alcohol or other controlled substances (see also Alcohol Policy).
- Possession or storage of any weapon, drug, chemical, fireworks, or explosives in any Juilliard building, regardless of a federal or state license, is not permitted.
- Avoid any violation of federal, state, or local laws.
- Do not actively proselytize for religious or special interest groups at school.
- Do not smoke inside The Juilliard School building or Meredith Willson Residence Hall.
- Students are responsible for the behaviors and actions of their guests.
- Observe all Juilliard School building policies while in the building.
- Observe all residence hall policies while in the residence hall.
- Avoid disorderly behavior at school-sponsored events.
- Students must comply with the reasonable directions of a college official acting in such capacity when referring to Juilliard policies and regulations or the safety and well being of any member of the Juilliard community.
The Code of Conduct for The Juilliard School is school-wide and supersedes all other rules of any of the divisions and the residence hall. The continuance of each student upon the rolls of the School, the receipt of academic credits, graduation, and the conferring of the degrees are strictly subject to the disciplinary powers of the School, including dismissal from the School. Please refer to the section on the Judicial System for all disciplinary procedures.

The Student as a Campus Citizen
A. Student Government
Juilliard recognizes the right of the students to form and democratically elect their governing bodies as a means to participate in discussion of issues and problems facing the Juilliard community. The governing bodies shall function as representatives of the students to the administration and faculty of Juilliard and to the entire community. As a recognized student organization, the Juilliard Student Council must abide by all rules and regulations governing student groups/organizations.
B. Student Organizations
- Freedom of student association: The students of The Juilliard School are free to organize and join organizations to promote their common and lawful interests, subject to Juilliard regulations.
- Registration: All student organizations shall be registered and recognized in accordance with Juilliard regulations. Registration or recognition may be withheld or withdrawn from organizations that violate Juilliard regulations. Registration procedures shall require identification of responsible officers. Non-Juilliard members are not permitted.
- Guidelines for student groups/organizations (these guidelines are to be followed by every registered student group in order to receive any student affairs funding):
a. Each new organization must have at least five founding members (registered Juilliard students) who will be committed to its mission, goals, and objectives.
b. Each group/organization must be open to any currently registered College Division student, staff, or faculty member of The Juilliard School. All meetings must be publicly announced, and no student may be excluded from participating in a student organization.
c. Students assuming leadership positions in a student group/organization must be in good academic and conduct standing.
d. The official contact (the individual named on and submitting the registration and budget forms) will be responsible for: reserving a room for meetings with the Registrar’s Office and all monies allocated to the student group and any discrepancies in finances. All funding is for the specific use of the student organization, and mismanagement of these funds can result in the immediate dissolution of the organization and/or disciplinary action toward the group/group leader.
e. All postings by any student organization must be approved by the Office of Student Affairs. This means that an official Office of Student Affairs stamp must be on every flyer. Note: No student group is permitted to place mailings in all student mailboxes.
f. All student organizations must have a faculty or staff advisor. This advisor will sign the registration form to assure that the organization is properly advised.
g. No student organization is allowed to forcibly recruit or proselytize in any manner. Membership in all organizations is voluntary. There will be no penalties for terminating membership in a Juilliard School student organization.
h. Student organizations may not recruit for any outside organization.
All organizations must abide by these guidelines and any additional policies or procedures implemented by the Office of Student Affairs during the academic year. Suggestions for changes, additions, or subtractions may be made to the Office of Student Affairs at any time. Failure to follow these guidelines may result in loss of funding and/or suspension or permanent dissolution of the organization.
- Use of facilities: Meeting rooms and other Juilliard facilities should be made available, on an equitable basis, to all registered student organizations as far as the primary use of these facilities for other Juilliard purposes permits and in keeping with the best interests of Juilliard.
C. Student-Sponsored Forums
Students shall have the right to assemble, to select speakers, and to discuss issues of their choice, provided that the assembly is lawful in nature, does not interfere with the processes of Juilliard, and does not infringe upon the rights of others. Juilliard reserves the right to prohibit assemblies having, in its judgment, the clear likelihood of failing to meet one or more of these conditions.
D. Pamphlets and Petitions
The Juilliard School is committed to the protection of free speech and the freedom of assembly. Student organizations and individual students shall have the right to distribute flyers relating to Juilliard events and issues and to collect names for petitions, provided these actions are not disruptive of normal Juilliard functions.
Students as Off-Campus Citizens
Students who violate any local ordinance or any law risk the legal penalties prescribed by civil authorities. An educational institution need not concern itself with every violation. Nevertheless, Juilliard may take disciplinary action against those students whose behavior off Juilliard premises indicates that they pose a serious and substantial danger to themselves or to others. This includes the use of illicit drugs.
